(1) In order to discuss the policies and programs of the Government of Nepal mentioned in the address made by the President, the Speaker shall appoint a day and time period in consultation with the Prime Minister or, in his absence, any minister appointed by him, and on such appointed days, the matters mentioned in the address shall be discussed on the basis of party representation.
(2) In the policy and program of the Government of Nepal mentioned in the address given by the President, amendments may be submitted as deemed appropriate by the Speaker.
(3) At the end of the discussion, the questions raised during the discussion under sub-rule (1) will be answered by the Prime Minister or in his absence, the minister designated by him.
(4) In accordance with sub-rule (3), the discussion shall be deemed to be over when the Prime Minister or the minister designated by him has given an answer, and after deciding on the proposed amendments, the Speaker shall present the policy and program to the meeting for decision.
